Many workers spend years with an establishment without receiving provident fund, pension, or insurance coverage simply because their past employment records were never formalised. To help employers resolve these historical compliance gaps, the Employees’ Provident Fund Organisation (EPFO) introduced the Employees’ Enrolment Campaign, 2026 (EEC 2026).

This initiative provides a structured window for businesses to declare omitted workers, bring them into the social security network, and settle past statutory dues with minimal financial friction.

Key Timelines & Eligibility Scope
  • Notification Date: June 29, 2026

  • Active Window: July 1, 2026 – October 31, 2026

  • Coverage Window: Applies to eligible employees who were missed between April 1, 2009, and March 31, 2026.

To declare a staff member under this campaign, employers must meet two conditions:

  1. The employee must be alive on the date of declaration.

  2. The employee must be actively employed with the establishment on the declaration date.

Note: Employees who have already left the organization are not eligible for declaration under this scheme.

Key Financial Relief & Concessions

To encourage voluntary declarations, the Ministry of Labour & Employment introduced major administrative relaxations:

  • Waiver of Employee’s Share: If the employer failed to deduct the employee’s contribution from past wages, that specific portion is fully waived.

  • Reduced Damages: Standard penal damages are waived and replaced by a flat nominal fee of ₹100 per establishment.

  • Employer Obligations: Employers are only required to clear the employer’s contribution share, applicable statutory interest, and administrative charges.

3-Step Process to Regularize Staff
  1. Audit Employment Records: Review wage ledgers and attendance logs from April 1, 2009, onwards to identify active workers who lack PF linkage.

  2. Generate UAN via Mobile App: Create a Universal Account Number using Aadhaar-based Face Authentication on the official UMANG mobile platform.

  3. Submit Dues via Portal: Upload the declaration and deposit the calculated contributions directly through the Electronic Challan-cum-Return (ECR) portal.

Conclusion

Registering eligible workers before October 31, 2026, protects your business from future litigation and heavy compliance penalties, while ensuring your staff gains immediate access to vital pension, insurance, and retirement benefits.
