In India, the Minimum Wages Act, 1948, ensures that workers receive fair and just compensation for their labor. This legislation plays a crucial role in protecting workers—especially in the unorganised sector—from exploitation and financial instability. However, minimum wage rates vary by state, skill level, and industry, making it essential for both employers and employees to stay informed.

What Is the Minimum Wage in India?

The minimum wage is the lowest amount that an employer must legally pay to workers. It is determined based on:

  • The nature of the job

  • Skill level of the worker (unskilled, semi-skilled, skilled, or highly skilled)

  • State or union territory regulations

  • Type of area (metropolitan, semi-urban, or rural)

Both the Central and state governments are authorized to revise and enforce minimum wage rates. While the central government sets base rates, individual states may prescribe higher wages based on local economic conditions and cost of living.

Latest Central Government Minimum Wage Rates (as of October 1, 2024)

The central government revises minimum wages twice a year, typically in April and October. As per the latest notification, effective October 1, 2024, the daily and monthly minimum wages for different skill categories are:

These figures serve as a baseline; actual wages may vary by state and job type.

Understanding Wage Categories

1. Unskilled Workers

  • Typically perform basic, repetitive tasks with minimal prior experience.

  • Require minimal training.

  • Minimum wage: ₹783/day or ₹20,358/month (as per central rates).

2. Semi-Skilled Workers

  • Have some training or experience.

  • Perform duties with limited supervision.

  • Minimum wage: ₹868/day or ₹22,568/month.

3. Skilled Workers

  • Carry out complex tasks requiring specific skills or training.

  • Deliver quality results with little assistance.

  • Minimum wage: ₹954/day or ₹24,804/month.

4. Highly Skilled Workers

  • Handle specialized tasks requiring expertise and precision.

  • Often supervise others or work independently.

  • Minimum wage: ₹1,035/day or ₹26,910/month.

How Is Minimum Wage Calculated in India?

Though most employees are paid every month (30 days), the official minimum wage calculation is based on a 26-day work month, following a 6-day workweek.

Factors influencing wage calculation include:

  • Skill level

  • Industry type

  • Work location (urban, semi-urban, rural)

  • Cost of living index

  • Variable Dearness Allowance (VDA) – a component added to adjust for inflation, particularly for unorganised sector workers.

Each state periodically updates its minimum wage rates by accounting for inflation, economic trends, and recommendations from labor boards.

For Employees:

  • Ensures fair pay and financial stability.

  • Helps maintain a basic standard of living.

  • Offers protection from wage exploitation.

For Employers:
