12 Key Labour Law Changes in 2025 Every Employee Must Know

India’s new Labour Codes, effective from 21 November 2025, bring major reforms across wages, social security, workplace safety, and employee rights. The objective is to simplify multiple labour laws into a single framework and improve protection for all categories of workers—both organised and unorganised.

Below are the most important updates every worker should understand.


1. Universal Minimum Wage for All Workers

For the first time, all workers in India, including around 40 crore unorganised workers, will be legally entitled to minimum wages under the new Wage Code.

Key highlights:

  • One consolidated wage law replacing multiple older laws
  • Minimum wage protection for every category of worker
  • Periodic revision every five years based on skill level and location
  • Stronger safeguards against underpayment

This ensures more stable and predictable earnings for workers across sectors.


2. National Floor Wage System

A national floor wage will be introduced to create a minimum wage benchmark across India.

  • States cannot fix wages below this level
  • Helps reduce wage gaps between regions
  • Ensures a baseline standard of fair pay nationwide

This reform is aimed at improving wage equality across different states.


3. Timely and Digital Wage Payments

All employers must now ensure:

  • Timely salary payments
  • Digital transfers via bank or cheque

This increases transparency, reduces delays, and helps workers manage finances better.


4. Expanded Social Security Coverage

The Social Security Code merges nine earlier labour laws and expands benefits such as:

  • Provident Fund (PF)
  • Pension (EPS)
  • ESIC healthcare benefits

Coverage now includes:

  • Organised sector employees
  • Unorganised workers
  • Gig and platform workers
  • Self-employed individuals

ESIC coverage will expand from 566 to 740 districts, improving healthcare access across India.


5. Social Security Fund for Gig & Unorganised Workers

A dedicated social security fund will support:

  • Gig workers
  • Platform workers
  • Migrant workers
  • Self-employed workers

Funding will come from employers and platform aggregators to strengthen long-term welfare support.


6. Gratuity for Fixed-Term Employees

Fixed-term employees will now become eligible for gratuity after just 1 year of continuous service, instead of waiting longer as per earlier norms.


7. Stronger Workplace Safety Rules

The Occupational Safety Code consolidates 13 labour laws and improves safety standards across:

  • Factories and mines
  • Construction sites
  • Transport and plantation sectors
  • Smaller establishments

This ensures safer working environments across industries.


8. Women’s Workplace Rights
  • Women can work in all roles, including night shifts
  • Employers must provide safety measures and obtain consent
  • Equal pay rules prohibit gender-based wage discrimination

This supports greater participation of women in the workforce.


9. Appointment Letters & Health Check-Ups
  • Mandatory appointment letters for all employees, including gig workers
  • Free annual health check-ups for workers, especially above 40 and in high-risk jobs

10. Simplified Compliance System

The new labour framework introduces:

  • Single registration system
  • Unified licensing and return filing
  • Digital inspections and reporting

This reduces paperwork and improves compliance efficiency.
